Q. When I am working on an L-1 visa with a company, how long can I hold an H-1 visa from the other company? In this case, the H1 is approved after the L-1.
Q. How can I apply for work permit on L 2. After getting work permit on L2, can I apply for Green Card, if so how long will it take to get GC?

  Technically speaking you are on H-1 once it gets approved, you are no longer on L-1 visa.
Q. How can I apply for work permit on L 2. After getting work permit on L2, can I apply for Green Card, if so how long will it take to get GC?
  Send out the form I-765, follow instructions on the forms. Your spouse can apply for an 1-0 directly if he/she is on L-1 you can apply through your spouse.
Q. I am on an L-1 visa now. Can I start some business of my own? Should I have a GC to start a business here?
  You don’t need a GC to start a business. However you will violate your immigration status by not working for the L-1 company.
